Sheffield Wednesday Confronts Major Issues, States Independent Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The team's persistent issues represent a a "major concern" and the football regulator is looking to gain the ability to examine team situations in comparable cases, the recently named head David Kogan has announced.

Through a comprehensive talk, the regulator, who was named to the position this week, voiced concern towards the club's followers.

Kogan met with four supporters' associations representing the Championship side recently.

The team have been struggling on and off the field in this season, with the club failing to pay players on time on five separate occasions, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," the chairman stated.

"Sheffield Wednesday is one of the great brands for English football and in recent days we have met supporters' organizations.

"We are seeking authority... which will allow us to have the club and similar situations brought to our attention if they need to be investigated and acted upon."

Monetary Issues and Ownership Situation

The team's struggling chairman the current owner suggested earlier this year he would be willing to sell up at Hillsborough, but he has not been able to secure a deal with potential new owners.

Delayed salary payments on time in spring months resulted in restrictions being imposed by the English Football League (EFL) in mid-year, blocking the team from conducting any transfers or loans for the subsequent signing windows, although that restriction was lifted in August.

Official's Viewpoint

Kogan said: "The job [of the regulator] is there for the Owls followers, teams facing challenges where supporters are loyal to a local institution that has existed throughout their lifetimes in many cases.

"I completely understand the club's situation, as I do for every team that since 1992 have gone to the wall, or been close to going to the wall, for causes separate from the supporters."

Questioned about whether the authority might compel an proprietor to divest a club if they are judged inappropriate, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we assemble the facts and know what's going on, we will."

But the chairman emphasized that forcing owners to sell clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"The final option we would consider is commence engagement with an individual club, an specific proprietor, without having the opportunity to collaborate with that owner to try and resolve the challenges confronting the team and the chairman's encountering," the regulator explained.

"But the truth is, when you review the record of football, over the past few decades there have been particular chairmen, few in number, but some who have been irresponsible in the approach they have taken toward their teams and eventually refuse to accept accountability for the future."

'Errors may undo substantial development'

The chairman convened with representatives from 110 clubs to lay out the remit of the regulator on Wednesday and insisted it was a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish swiftly," the chairman stated.

"Such an outcome is universally undesirable in the realm of domestic football is a major achievement - we've got to keep it going.

"There's an enormous amount of money flowing into the game and has been channeled for the recent generations, because certainty is lacking it will persist in entering the game, which is among the factors explaining I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the success and growth as an financial organization of the elite league.

"I of all people understand the worry about compromising the division as a high-quality offering of this country. But concurrently, if you consult with top flight officials after today's meeting, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the Labour Party in recent years.

The 68-year-old provided financial support for Culture Secretary the politician's campaign, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the regulator explained.

"I currently have no participation in any type of partisan engagement."
